Typically P3s, including major highways in Alberta and New Brunswick, are designed and built by the same consortia that are responsible for their operation, maintenance, rehabilitation and financing for 30 years. Of course, they look for every possible economy and efficiency, but skimping on the quality of design and construction invites a heavy penalty in maintenance. Knowing this, the engineers and accountants look long and hard at the real bottom line well into the future.
